It will be HD … HOWEVER, there can be big differences in different HD signals.
Technically HD is any video 1280×720 resolution or higher. But the degree of compression (similar to how much you compress an mpeg picture) is critical. Most HDTV signals are fairly highly compressed and don’t look nearly as good as Blu-ray (which is not only higher resolution (1920×1080), but much less compressed).
What do you mean by a "blue ray file"? I think you mean "Blu-ray"). Blu-ray video are very large files and how they look will largely depend on how it is handled. If it can be shown at high bitrate at 1920X1080/24 fps it will look like a Blu-ray disk, but otherwise it will be degraded.
