    No. Quite the opposite actually. The more pixels there are, the harder your graphics card has to work to push out the pixels. So running a game on 640×480 would allow your graphics card to push out many more fps than if you were running 1920×1080.

    generally no you get more lines per frame. IE 720i 1080i means 720 (I)nterlaced or (P)rogressive scanned lines per frame.
