No it will not slow it down. Whats the difference between a normal and a high-def wall papers, a mere 2-3 mb. This wallpapers kind of stuff takes up your system RAM and wont effect much with increase in 3-4 mb. You can see how much RAM is being utilized in displaying the windows themes by checking the memory usage of the explorer.exe process in the task manager(press ctrl+shift+esc).
Rest depends on your system configuration and how you have overloaded it. If you are having sufficient RAM, like 256 mb or 512 mb for XP or 1gb for vista/7, then its perfectly ok.

HD picture = large file size
large file size = eats up more memory
more memory used by non-essentials = less memory for running programs
less memory for programs = more disk access for cache
more caching done = slower computer
slower computer = user has lesser hair
