You do it against a player who you think is raising light, you repop the guy to put pressure on the marginal hand. This is especially common from a shortstack in the blinds, because a reraise means allin, and he doesn't have to play the hand postflop out of position and doesn't have to fear the big blind waking up with AA and busting him.
